Article 37.

La Bulgarie renonce, en faveur de l'État serbe-croate-slovène, à tous droits et titres sur les territoires de la monarchie bulgare situés au delà des frontières de la Bulgarie, telles qu'elles sont décrites à l'article 27, Partie II (Frontières de la Bulgarie) et reconnus par le présent Traité, ou par tous autres Traités conclus en vue de régler les affaires actuelles, comme faisant partie de l'État serbe-croate-slovène.

 

Article 37.

Bulgaria renounces in favour of the Serb-Croat-Slovene State all rights and title over the territories of the Bulgarian Monarchy situated outside the frontiers of Bulgaria as laid down in Article 27, Part II (Frontiers of Bulgaria), and recognised by the present Treaty, or by any Treaties concluded for the purpose of completing the present settlement, as forming part of the Serb-Croat-Slovene State.

Bulgarien verzichtet zugunsten des serbisch-kroatisch-slovenischen Staates auf alle Rechte und Ansprüche auf den Gebieten der bulgarischen Monarchie, die jenseits der Grenzen Bulgariens, wie sie in Artikel 27 des II. Teiles (Bulgariens Grenzen) beschrieben sind, liegen und durch den gegenwärtigen Vertrag oder irgendwelche andere zur Regelung der gegenwärtigen Angelegenheiten abgeschlossene Verträge als zum serbisch-kroatisch-slovenischen Staat gehörig anerkannt sind.

България се отказва в полза на Сръбско-Хърватската-Словенската държава от всички права върху териториите на българската монархия, които се намират извън границите на България, както е посочено в член 27, част II (граници на България), и признати от този договор, или от който е да е договор, сключени с цел за окончателно оформяне на сегашното споразумение, като съставляващи част от Сръбско-Хърватско-Словенската държава.

 

Article 38.

Une Commission composée de sept membres, dont cinq seront nommés par les Principales Puissances alliées et associées, un par l'État serbe-croate-slovène et un par la Bulgarie, sera constituée dans les quinze jours qui suivront la mise en vigueur du présent Traité, pour fixer sur place le tracé de la ligne frontière décrite à l'article 27-1°, Partie II (Frontières de la Bulgarie).

 

Article 38.

A Commission consisting of seven members, five nominated by the Principal Allied and Associated Powers, one by the Serb-Croat-Slovene State, and one by Bulgaria, shall be constituted within fifteen days from the coming into force of the present Treaty to trace on the spot the frontier line described in Article 27(1), Part II (Frontiers of Bulgaria).

Innerhalb von vierzehn Tagen nach Inkrafttreten des gegenwärtigen Vertrages wird ein Ausschuß aus sieben Mitgliedern gebildet, von denen fünf durch die alliierten und assoziierten Hauptmächte, eines durch den serbisch-kroatisch-slovenischen Staat und eines durch Bulgarien ernannt werden, um an Ort und Stelle den Verlauf der im Artikel 27 (1) des II. Teiles (Bulgariens Grenzen) beschriebenen Grenzlinie festzulegen.

 

Член 38.

Комисия, която се състои от седем члена, пет, от които са назначени от Основните Съюзнически и Асоциирани страни, един от Сръбско-Хърватската-Словенска държава, и един – от България, ще бъде конституирана в рамките на петнадесет дена от влизането в сила на този договор, която ще трасира на място границата, описана в член 27 (1), част II (граници на България).

 

Article 39,

La nationalité serbe-croate-slovène sera acquise de plein droit, à l'exclusion de la nationalité bulgare, aux ressortissants bulgares établis sur les territoires attribués à l'État serbe-croate-slovène.

Toutefois, les ressortissants bulgares qui se seraient établis sur ces territoires postérieurement au 1er janvier 1913, ne pourront acquérir la nationalité serbe-croate-slovène qu'avec une autorisation de l'État serbe-croate-slovène.

 

Article 39.

Bulgarian nationals habitually resident in the territories assigned to the Serb-Croat-Slovene State will acquire Serb-Croat-Slovene nationality ipso facto and will lose their Bulgarian nationality.

Bulgarian nationals, however, who became resident in these territories after 1 January 1913, will not acquire Serb-Croat-Slovene nationality without a permit from the Serb-Croat-Slovene State.

Artikel 39.

Die bulgarischen Staatsangehörigen, die ihren Wohnsitz in den dem serbisch-kroatisch-slovenischen Staate abgetretenen Gebieten haben, erwerben ipso facto unter Ausschluß der bulgarischen Staatsbürgerschaft die serbisch-kroatisch-slovenische Staatsbürgerschaft.

Jene bulgarischen Staatsangehörigen jedoch, die sich in diesen Gebieten nach dem 1. Jänner 1913 niedergelassen haben, können die serbisch-kroatisch-slovenische Staatsbürgerschaft nur mit Genehmigung des serbisch-kroatisch-slovenischen Staates erwerben.

Лицата с българска националност, които обичайно пребивават на териториите, които са предоставени на Сръбско-Хърватската-Словенска държава ще придобият сръбско-хърватско-словенска националност ipso facto и ще изгубят тяхната българска националност.

Лицата с българска националност, обаче, които ставайки жители в тези територии след 1 януари 1913 година, ще придобият сръбско-хърватско-словенска националност с разрешение от Сръбско-Хърватската-Словенска държава.

 

Article 40.

Dans le délai de deux ans à dater de la mise en vigueur du présent Traité, les ressortissants bulgares âgés de plus de 18 ans et établis dans les territoires attribués à l'État serbe-croate-slovène en vertu du présent Traité, auront la faculté d'opter pour leur ancienne nationalité. Les Serbes-Croates-Slovènes, ressortissants bulgares âgés de plus de 18 ans et établis en Bulgarie, auront de même la faculté d'opter pour la nationalité serbe-croate-slovène.

L'option du mari entraînera celle de la femme et l'option des parents entraînera celle de leurs enfants âgés de moins de
18 ans.

Les personnes ayant exercé le droit d'option ci-dessus prévu devront, dans les douze mois qui suivront, transporter leur domicile dans l'État en faveur duquel elles auront opté.

Elles seront libres de conserver les biens Immobiliers qu'elles possèdent sur le territoire de l'autre État où elles auraient eu leur domicile antérieurement à leur option. Elles pourront emporter leurs biens meubles de toute nature. Il ne leur sera imposé, de ce fait, aucun droit soit de sortie, soit d'entrée.

Dans le même délai, les Serbes-Croates-Slovènes ressortissants bulgares se trouvant en pays étranger auront, à moins de dispositions contraires de la loi étrangère et s'ils n'ont pas acquis la nationalité étrangère, le droit d'acquérir la nationalité serbe-croate-slovène, à l'exclusion de la nationalité bulgare, en se conformant aux prescriptions qui seront édictées par l'État serbe-croate-slovène.

 

Article 40.

Within a period of two years from the coming into force of the present Treaty, Bulgarian nationals over 18 years of age and habitually resident in the territories which are assigned to the Serb-Croat-Slovene State in accordance with the present Treaty will be entitled to opt for their former nationality. Serb-Croat-Slovenes over 18 years of age who are Bulgarian nationals and habitually resident in Bulgaria will have a similar right to opt for Serb-Croat-Slovene nationality.

Option by a husband will cover his wife and option by parents will cover their children under 18 years of age.

Persons who have exercised the above right to opt must within the succeeding twelve months transfer their place of residence to the State for which they have opted.

They will be entitled to retain their immovable property in the territory of the other State where they had their place of residence before exercising their right to opt. They may carry with them their movable property of every description. No export or import duties may be imposed upon them in connection with the removal of such property.

Within the same period Serb-Croat-Slovenes who are Bulgarian nationals and are in a foreign country will be entitled, in the absence of any provisions to the contrary in the foreign law, and if they have not acquired the foreign nationality, to obtain Serb-Croat-Slovene nationality and lose their Bulgarian nationality by complying with the requirements laid down by the Serb-Croat-Slovene State.

Innerhalb eines Zeitraumes von zwei Jahren nach dem Inkrafttreten des gegenwärtigen Vertrages werden die bulgarischen Staatsangehörigen, die über 18 Jahre alt und in den dem serbisch-kroatisch-slovenischen Staate nach diesem Vertrage zugewiesenen Gebieten ansässig sind, die Möglichkeit haben, für ihre ehemalige Staatsbürgerschaft zu optieren. Die über18 Jahre alten und in Bulgarien ansässigen Serben, Kroaten und Slovenen, welche bulgarische Staatsnagehörige sind, werden gleichfalls die Möglichkeit haben, für die serbisch-kroatisch-slovenische Staatsbürgerschaft zu optieren.

Die Option des Ehemanns schließt jene der Ehegattin und die Option der Eltern jene ihrer Kinder unter 18 Jahren in sich.

Personen, die von dem oben vorgesehenen Optionsrecht Gebrauch gemacht haben, müssen in den folgenden zwölf Monaten ihren Wohnsitz in den Staat verlegen, für den sie optiert haben.

Es steht ihnen frei, das unbewegliche Vermögen zu behalten, das sie in dem Gebiete des anderen Staates besitzen, in dem sie vor der Option wohnten. Sie dürfen ihr gesamtes bewegliches Vermögen mitnehmen. Es wird aus diesem Anlasse keinerlei Abgabe für die Aus- oder Einfuhr von ihnen erhoben.

Innerhalb derselben Frist haben jene im Auslande sich aufhaltenden Serben, Kroaten und Slovenen, welche bulgarische Staatsangehörige sind, das Recht, mit Einhaltung der vom serbisch-kroatisch-slovenischen Staate erlassenen Vorschriften unter gleichzeitigem Verluste der bulgarischen Staatsbürgerschaft die serbisch-kroatisch-slovenische Staatsbürgerschaft zu erwerben, sofern das ausländische Gesetz nicht das Gegenteil verfügt.

В рамките на един период от две години от влизането в сила на този договор, лицата с българска националност, които са навършили 18 години и които са с обичайно местожителство в териториите, предоставени на Сръбско-Хърватската-Словенска държава в съответствие с този договор, ще имат правото да изберат тяхната предходна националност. Лица, които са със сръбско-хърватска-словенска националност и които са навършили 18 години и които са с българско поданство и които са с обичайно местожителство в България ще имат подобно право да изберат сръбско-хърватско-словенска националност.

Изборът на съпруг ще бъде избор и на неговата съпруга и изборът на родителите ще бъде избор и на техните деца, които не са навършили 18 годишна възраст.

Лицата, които са упражнили горното право на избор трябва в рамките на следващите дванадесет месеца да прехвърлят тяхното място за местожителство (резиденция) в държавата, която са избрали.

Те ще имат правото да съхранят тяхната недвижима собственост в територията на другата държава, където са имали местожителство преди да са упражнили правото си на избор. Те могат да пренесат заедно с тях тяхното движимо имущество. Няма да бъдат налагани никакви износни или вносни мита във връзка с пренасянето на такава собственост.

В рамките на същия период лицата със сръбско-хърватска-словенска националност, които са с българска националност и които са в една чуждестранна държава ще имат правото, при липсата на каквито и да е противни разпоредби в чуждестранното право, и ако те не са придобили чуждестранна националност, да получат сръбско-хърватска-словенска националност и да изгубят тяхната българска националност, след като съобразяват с изискванията, посочени от Сръбско-Хърватската-Словенска държава.

 

Article 41.

La proportion et la nature des charges financières de la Bulgarie que l'État serbe-croate-slovène aura à supporter en raison du territoire placé sous sa souveraineté, seront fixées conformément à l'article 141, Partie VIII (Clauses financières), du présent Traité.

Des conventions ultérieures régleront toutes questions qui ne seraient pas réglées par le présent Traité et que pourrait faire naître la cession dudit territoire.

 

Article 41.

The proportion and nature of the financial obligations of Bulgaria which the Serb-Croat-Slovene State will have to assume on account of the territory placed under its sovereignty will be determined in accordance with Article 141, Part VIII (Financial Clauses), of the present Treaty.

Subsequent agreements will decide all questions which are not decided by the present Treaty and which may arise in consequence of the cession of the said territory.

Artikel 41.

Umfang und Art der finanziellen Lasten Bulgariens, die der serbisch-kroatisch-slovenische Staat mit Rücksicht auf das unter seine Souveränität fallende Gebiet zu übernehmen hat, werden nach Artikel 141 des VIII. Teiles (Finanzielle Bestimmungen) des gegenwärtigen Vertrages festgesetzt.

Alle nicht durch den gegenwärtigen Vertrag geregelten Fragen, die sich aus der Abtretung des bezeichneten Gebietes ergeben, werden in späteren Übereinkommen geregelt.

Частта и естеството на финансовите задължения на България, които Сръбско-Хърватската-Словенската държава ще трябва да поеме за сметка на територията, поставена под неин суверенитет, ще бъдат определени в съответствие с член 141, част VIII (Финансови клаузи) на този договор.

Последващи споразумения ще решат всички въпроси, които няма да бъдат решени от този договор и които могат да възникнат във връзка с цесията на тази територия.

Article 42.

Article 44.

La nationalité hellénique sera acquise de plein droit, à l'exclusion de la nationalité bulgare, aux ressortissants bulgares établis sur les territoires attribués à la Grèce.

Toutefois, les ressortissants bulgares qui se seraient établis sur ces territoires postérieurement au 1er janvier 1913 ne pourront acquérir la nationalité hellénique qu'avec l'autorisation de la Grèce.

 

Article 44.

Bulgarian nationals habitually resident in the territories assigned to Greece will obtain Greek nationality ipso facto and will lose their Bulgarian nationality.

Bulgarian nationals, however, who became resident in these territories after 1 January 1913, will not acquire Greek nationality without a permit from Greece.

Article 45.

Dans le délai de deux ans à dater de la mise en vigueur du présent Traité, les ressortissants bulgares âgés de plus de dix-huit ans et établis dans les territoires attribués à la Grèce, conformément au présent Traité, auront la faculté d'opter pour la nationalité bulgare.

Article 46.

La Grèce accepte, en en agréant l'insertion dans un Traité avec les Principales Puissances alliées et associées, les dispositions que ces Puissances jugeront nécessaires pour protéger en Grèce les intérêts des habitants qui différent de la majorité de la population par la race, la langue ou la religion.

La Grèce agrée également l'insertion dans un Traité avec les Principales Puissances alliées et associées, des dispositions que ces Puissances jugeront nécessaires pour protéger la liberté de transit et un régime équitable pour le commerce des autres Nations,

 

Article 46.

Greece accepts and agrees to embody in a Treaty with the Principal Allied and Associated Powers such provisions as may be deemed necessary by these Powers to protect the interests of inhabitants of that State who differ from the majority of the population in race, language or religion.

Greece further accepts and agrees to embody in a Treaty with the Principal Allied and Associated Powers such provisions as these Powers may deem necessary to protect freedom of transit and equitable treatment for the commerce of other nations.

Artikel 46.

Griechenland stimmt zu und ist einverstanden, daß in einem Vertrag mit den alliierten und assoziierten Hauptmächten Bestimmungen aufgenommen werden, die diese Mächte zum Schutze der Interessen der nationalen, sprachlichen und religiösen Minderheiten in Griechenland für notwendig erachten.

Griechenland stimmt ebenso zu, daß in einen Vertrag mit den alliierten und assoziierten Hauptmächten Bestimmungen aufgenommen werden, die sie zur Sicherung der freien Durchfuhr und einer gerechten Regelung des Handelsverkehrs der anderen Völker für notwendig erachten.

Гърция приема и се съгласява да се включат в договор с Основните Съюзнически и Асоциирани Сили такива разпоредби, които могат да се сметнат за необходими от тези Сили за защита на интересите на жителите на тази държава, които са различни от мнозинството на населението по отношение на раса, език или религия.

Гърция също така приема и се съгласява да включи в договор с Основните Съюзнически и Асоциирани сили такива разпоредби, които тези Сили сметнат за необходими, за да се защитят свободата на транзита и справедливото третиране на търговията на други нации.

 

Article 47.

La proportion et la nature des charges financières de la Bulgarie que l'État grec aura à supporter en raison du territoire placé sous sa souveraineté, seront fixées conformément à l'article 141, Partie Vlll (Clauses financières), du présent Traité.

Des Conventions ultérieures régleront toutes questions qui ne seraient pas réglées par le présent Traité et que pourrait faire naître la cession dudit territoire.

 

Article 47.

The proportion and nature of the financial obligations of Bulgaria which Greece will have to assume on account of the territory placed under her sovereignty will be determined in accordance with Article 141, Part VIII (Financial Clauses), of the present Treaty.

Subsequent agreements will decide all questions which are not decided by the present Treaty and which may arise in consequence of the cession of the said territory.

Article 48.

La Bulgarie renonce en faveur des Principales Puissances alliées et associées à tous ses droits et titres sur les territoires de la Thrace qui appartenaient à la Monarchie
Bulgare et qui, situés au delà des nouvelles frontières de la Bulgarie, telles qu'elles sont décrites à l'article 27-3°, Partie Il (Frontières de la Bulgarie), ne sont actuellement l'objet d'aucune attribution.

La Bulgarie s'engage à reconnaître les dispositions que les Principales Puissances alliées et associées prendront relativement à ces territoires, notamment en ce qui concerne la nationalité des habitants.

Les Principales Puissances alliées et associées s'engagent à ce que la liberté des débouchés économiques de la Bulgarie sur la mer Égée soit garantie. Les conditions de cette garantie seront fixées ultérieurement,

 

Article 48.

Bulgaria renounces in favour of the Principal Allied and Associated Powers all rights and title over the territories in Thrace which belonged to the Bulgarian Monarchy and which, being situated outside the new frontiers of Bulgaria as described in Article 27(3), Part II (Frontiers of Bulgaria), have not been at present assigned to any State.

Bulgaria undertakes to accept the settlement made by the Principal Allied and Associated Powers in regard to these territories, particularly in so far as concerns the nationality of the inhabitants.

The Principal Allied and Associated Powers undertake to ensure the economic outlets of Bulgaria to the Aegean Sea.

The conditions of this guarantee will be fixed at a later date.

Bulgarien verzichtet zugunsten der alliierten und assoziierten Hauptmächte auf alle seine Rechte und Ansprüche auf die Gebiete Thraziens, die zur bulgarischen Monarchie gehörten und die, jenseits der neuen Grenzen Bulgariens, so wie diese im Artikel 27 (3) des II. Teiles (Bulgariens Grenzen) beschrieben sind, gelegen, dermalen den Gegenstand keiner anderen Zuweisung bilden.

Bulgarien verpflichtet sich, die Bestimmungen anzuerkennen, welche die alliierten und assoziierten Hauptmächte verpflichten sich, die Freiheit der wirtschaftlichen Absatzwege Bulgariens im ägäischen Meere zu garantieren.

България се отказва в полза на Основните Съюзнически и Асоциирани Сили от всички права върху териториите в Тракия, които са принадлежали на българската монархия и които се намират извън границите на България, както е посочено в член 27 (3), част II (граници на България) и които не са били предоставени в момента на която и да е държава.

България се задължава да приеме споразумението на Основните Съюзнически и Асоциирани сили по отношение на тези територии, особено онази част от него, която касае националността на жителите.

La Bulgarie s'engage à ce que les stipulations contenues dans la présente Section soient reconnues comme lois fondamentales, à ce qu'aucune loi, aucun règlement ni aucune action officielle ne soient en contradiction ou en opposition avec ces stipulations et à ce qu'aucune loi, aucun règlement ni aucune action officielle ne prévalent contre elles.

La Bulgarie s'engage à accorder à tous les habitants de la Bulgarie pleine et entière protection de leur vie et de leur liberté sans distinction de naissance, de nationalité, de langage, de race ou de religion.

Tous les habitants de la Bulgarie auront droit au libre exercice, tant public que privé de toute foi, religion ou croyance, dont la pratique ne sera pas incompatible avec l'ordre public ou les bonnes moeurs.

 

Article 50.

Bulgaria undertakes to assure full and complete protection of life and liberty to all inhabitants of Bulgaria without distinction of birth, nationality, language, race or religion.

All inhabitants of Bulgaria shall be entitled to the free exercise, whether public or private of any creed, religion or belief, whose practices are not inconsistent with public order or public morals.

La Bulgarie reconnaît comme ressortissants bulgares, de plein droit et sans aucune formalité, toutes les personnes domiciliées sur le territoire bulgare à la date de la mise en vigueur du présent Traité et qui ne sont pas ressortissants d'un autre État.

La nationalité bulgare sera acquise de plein droit, par le seul fait de la naissance sur le territoire bulgare, à toute personne ne pouvant se prévaloir d'une autre nationalité de naissance.

All persons born in Bulgarian territory who are not born nationals of another State shall ipso facto become Bulgarian nationals.

Article 53.

Tous les ressortissants bulgares seront égaux devant la loi et jouiront des mêmes droits civils et politiques sans distinction de race, de langage ou de religion.

La différence de religion, de croyance ou de confession ne devra nuire à aucun ressortissant bulgare en ce qui concerne la jouissance des droits civils et politiques, notamment pour l'admission aux emplois publics, fonctions et honneurs ou l'exercice des différentes professions et industries.

Il ne sera édicté aucune restriction contre le libre usage pour tout ressortissant bulgare d'une langue quelconque soit dans les relations privées ou de commerce, soit en matière de religion, de presse ou de publications de toute nature, soit dans les réunions publiques.

Nonobstant l'établissement par le Gouvernement bulgare d'une langue officielle, des facilités appropriées seront données aux ressortissants bulgares de langue autre que le bulgare, pour l'usage de leur langue, soit oralement, soit par écrit devant les tribunaux.

 

Article 53.

All Bulgarian nationals shall be equal before the law and shall enjoy the same civil and political rights without distinction as to race, language or religion.

Difference of religion, creed or profession shall not prejudice any Bulgarian national in matters relating to the enjoyment of civil or political rights, as for instance admission to public employments, functions and honours, or the exercise of professions and industries.

No restriction shall be imposed on the free use by any Bulgarian national of any language in private intercourse, in commerce, in religion, in the press or in publications of any kind, or at public meetings.

Notwithstanding any establishment by the Bulgarian Government of an official language, adequate facilities shall be given to Buluarian nationals of non-Bulgarian speech for the use of their language, either orally or in writing, before the Courts.

Alle bulgarischen Staatsangehörigen ohne Unterschied der Rasse, der Sprache oder Religion sind vor dem Gesetze gleich und genießen dieselben bürgerlichen und politischen Rechte.

Die Verschiedenheit der Religion, des Glaubens oder Bekenntnisses darf keinem bulgarischen Staatsbürger beim Genusse der bürgerlichen und politischen Rechte und namentlich bei der Zulassung zu öffentlichen Diensten, Ämtern und Würden oder bei der Ausübung irgend eines Gewerbes oder Berufes hinderlich sein.

Den bulgarischen Staatsbürgern wird keinerlei Beschränkung im freien Gebrauche irgend einer Sprache im Privat- oder Geschäftsverkehr, in Angelegenheiten der Religion, der Presse oder öffentlicher Kundgebungen jedweder Art oder in öffentlichen Versammlungen auferlegt werden.

Unbeschadet der Einführung einer offiziellen Sprache durch die bulgarische Regierung wird den bulgarischen Staatsangehörigen anderer Zunge als der bulgarischen angemessene Möglichkeit des mündlichen und schriftlichen Gebrauches ihrer Sprache vor Gericht geboten werden.

Всички лица с българска националност ще бъдат равни пред закона и ще се ползват със същите граждански и политически права без разлика от раса, език или религия.

Различия в езика, вярата или вероизповеданието няма да бъдат пречка за което и да е лице с българска националност в материята, която се отнася до ползването на граждански или политически права, както например заемането на държавна служби, функции или получаването на държавни почести, или упражняването на професии или занятия.

Няма да бъде налагано каквото и да е ограничение върху свободното използване от което и да е лице с българска националност на какъвто и да е език в частни разговори, в търговията, в религията, в пресата или в публикации от какъвто и да е вид, или на обществени срещи.

Въпреки приетият от българското правителство официален език, ще бъдат предоставени съответните улеснения на лицата с българска националност и с небългарски език да използват устно или писмено в съдилищата родния им език.

 

Article 54.

Les ressortissants bulgares, appartenant à des minorités ethniques, de religion ou de langue, jouiront du même traitement et des mêmes garanties en droit et en fait que les autres ressortissants bulgares. Ils auront notamment un droit égal à créer, diriger et contrôler à leurs frais des institutions charitables, religieuses ou sociales, des écoles et autres établissements d'éducation, avec le droit d'y faire librement usage de leur propre langue et d'y exercer librement leur religion.

Article 54.

Bulgarian nationals who belong to racial, religious or linguistic minorities shall enjoy the same treatment and security in law and in fact as the other Bulgarian nationals. In particular they shall have an equal right to establish, manage and control at their own expense charitable, religious and social institutions, schools and other educational establishments, with the right to use their own language and to exercise their religion freely therein.

Die zu ethnischen, religiösen oder sprachlichen Minderheiten gehörigen bulgarischen Staatsangehörigen werden rechtlich und faktisch dieselbe Behandlung und die gleichen Bürgschaften genießen wie die übrigen bulgarischen Staatsangehörigen. Insbesondere werden sie das gleiche Recht haben, humanitäre, religiöse oder soziale Anstalten, Schulen und andere Erziehungsanstalten auf eigene Kosten zu errichten, zu leiten und zu beaufsichtigen, mit dem Rechte, in denselben ihre Sprache frei zu gebrauchen und ihre Religion frei zu üben.

Лицата с българска националност, които принадлежат на расови, религиозни или езикови малцинства ще се ползват със същите права и правна и фактическа сигурност както другите лица с българска националност. В частност те ще имат еднакви права да създават за своя собствена сметка благотворителни, религиозни или социални институции, училища или други образователни организации с правото да използват техния собствен език и да упражняват тяхната религия свободно.

 

Article 55.

En matière d'enseignement public, le Gouvernement bulgare accordera dans les villes et districts où réside une proportion considérable de ressortissants bulgares de langue autre que la langue bulgare, des facilités appropriées pour assurer que dans les écoles primaires, l'instruction sera donnée, dans leur propre langue, aux enfants de ces ressortissants bulgares. Cette stipulation n'empêchera pas le Gouvernement bulgare de rendre obligatoire l'enseignement de la langue bulgare dans lesdites écoles.

Dans les villes et districts, où réside une proportion considérable de ressortissants bulgares appartenant à des minorités ethniques, de religion ou de langue, ces minorités se verront assurer une part équitable dans le bénéfice et l'affectation des sommes, qui pourraient être attribuées sur les fonds publics par le budget de l'État, les budgets municipaux ou autres, dans un but d'éducation, de religion ou de charité.

 

Article 55.

Bulgaria will provide in the public educational system in towns and districts in which a considerable proportion of Bulgarian nationals of other than Bulgarian speech are resident adequate facilities for ensuring that in the primary schools the instruction shall be given to the children of such Bulgarian nationals through the medium of their own language. This provision shall not prevent the Bulgarian Government from making the teaching of the Bulgarian language obligatory in the said schools.

In towns and districts where there is a considerable proportion of Bulgarian nationals belonging to racial, religious or linguistic minorities, these minorities shall be assured an equitable share in the enjoyment and application of sums which may be provided out of public funds under the State, municipal or other budgets, for educational, religious or charitable purposes.

Was das öffentliche Unterrichtswesen anlangt, wird die bulgarische Regierung in Städten und Bezirken, in denen ein beträchtlicher Bruchteil bulgarischer Staatsangehöriger anderer als bulgarischer Zunge ansässig ist, angemessene Möglichkeit bieten, um in den Volksschulen den Kindern dieser bulgarischen Staatsangehörigen der Unterricht in ihrer eigenen Sprache zu verbürgen. Diese Bestimmung wird jedoch die bulgarische Regierung nicht hindern, den Unterricht der bulgarischen Sprache in den besagten Schulen zu einem Pflichtgegenstande zu machen.

In Städten und Bezirken, in denen ein beträchtlicher Bruchteil bulgarischer Staatsangehöriger ansässig sind, die ethnischen, religiösen oder sprachlichen Minderheiten angehören, wird diesen Minderheiten ein angemessener Anteil am Genusse und an der Verwendung der nach dem Staatsvoranschlag und nach Gemeinde- und anderen Voranschlägen aus öffentlichen Fonds für Erziehungs-, religiöse, oder humanitäre Zwecke ausgeworfenen Beträge gewährleistet.

България ще осигури в публичната образователна система в градовете и областите, където живеят значителна част от лицата с българска националност, които говорят различен от българския език, подходящи условия образованието на децата в началните училища да се предоставя на техния собствен език. Тази разпоредба няма да попречи на българското правителство да разпореди преподаването на български език да бъде задължително в тези училища.

В градовете и областите, където значителна част от лицата с българска националност са от расови, религиозни и езикови малцинства, тези малцинства ще бъдат осигурени със справедлив дял в ползването и приложението на суми, които могат да бъдат осигурени от обществените фондове на държавните, общинските и други бюджети, за образователни, религиозни и благотворителни цели.

 

Article 56.

La Bulgarie s'engage à n'apporter aucune entrave à l'exercice du droit d'option, prévu par le présent Traité ou par les Traités conclus par les puissances alliées et associées avec l'Allemagne, l'Autriche, la Hongrie, la Russie ou la Turquie ou entre lesdites Puissances elles-mêmes et permettant aux intéressés de recouvrer ou non la nationalité bulgare.

La Bulgarie s'engage à reconnaître les dispositions que les Principales Puissances alliées et associées jugeront opportunes relativement à l'émigration réciproque et volontaire des minorités ethniques.

 

Article 56.

Bulgaria undertakes to place no obstacles in the way of the exercise of the right which persons may have under the present Treaty, or under the treaties concluded by the Allied and Associated Powers with Germany, Austria, Hungary, Russia or Turkey, or with any of the Allied and Associated Powers themselves, to choose whether or not they will recover Bulgarian nationality.

Bulgaria undertakes to recognise such provisions as the Principal Allied and Associated Powers may consider opportune with respect to the reciprocal and voluntary emigration of persons belonging to racial minorities.

Bulgarien verpflichtet sich, in keiner Weise die Ausübung des Optionsrechtes zu behindern, welches durch den gegenwärtigen Vertrag oder durch die zwischen den alliierten und assoziierten Mächten und Deutschland, Österreich, Ungarn, Rußland oder der Türkei oder zwischen den besagten Mächten untereinander abgeschlossenen Verträge vorgesehen ist und den Beteiligten die Erwerbung oder Nichterwerbung der bulgarischen Staatsbürgerschaft gestattet.

Bulgarien verpflichte sich, die Verfügungen anzuerkennen, die von den alliierten und assoziierten Hauptmächten behufs gegenseitiger und freiwilliger Auswanderung der nationalen Minderheiten für zweckmäßig befunden werden.

 

Член 56.

България се задължава да не пречки на упражняването на правата, които лицата могат да имат според този договор, или според договорите, които са сключени между Съюзническите и Асоциираните сили с Германия, Австрия, Унгария, Русия или Турция, или с която и да е от Съюзническите или Асоциираните сили, да избират дали могат да си връщат българската националност (поданство).

България се задължава да признае разпоредби, които Основните Съюзнически или Асоциирани сили могат да сметнат за благоприятни по отношение на взаимната и доброволна емиграция на лица, които принадлежат към расовите малцинства.

 

Article 57.

La Bulgarie agrée que, dans la mesure où les stipulations des articles précédents de la présente Section affectent des personnes appartenant à des minorités de race, de religion ou de langue, ces stipulations constituent des obligations d'intérêt international et seront placées sous la garantie de la Société des Nations. Elles ne pourront être modifiées sans l'assentiment de la majorité du Conseil de la Société des Nations. Les Puissances alliées et associées représentées dans le Conseil s'engagent respectivement à ne pas refuser leur assentiment à toute modification desdits articles, qui serait consentie en due forme par une majorité du Conseil de la Société des Nations.

La Bulgarie agrée que tout Membre du Conseil de la Société des Nations aura le droit de signaler à l'attention du Conseil toute infraction ou danger d'infraction à l'une quelconque de ces obligations, et que le Conseil pourra procéder de telle façon et donner telles instructions qui paraîtront appropriées et efficaces dans la circonstance.

La Bulgarie agrée en outre qu'en cas de divergence d'opinion, sur des questions de droit ou de fait concernant ces articles, entre le Gouvernement bulgare et l'une quelconque des Principales Puissances alliées et associées ou toute autre Puissance, Membre du Conseil de la Société des Nations, cette divergence sera considérée comme un différend ayant un caractère international selon les termes de l'article 14 du Pacte de la Société des Nations. Le Gouvernement bulgare agrée que tout différend de ce genre sera, si l'autre partie le demande, déféré à la Cour permanente de Justice internationale. La décision de la Cour permanente sera sans appel et aura la même force et valeur qu'une décision rendue en vertu de l'article 13 du Pacte.

 

Article 57.

Bulgaria agrees that the stipulations in the foregoing Articles of this Section, so, far as they affect persons belonging to racial, religious or linguistic minorities, constitute obligations of international concern and shall be placed under the guarantee of the League of Nations. They shall not be modified without the assent of a majority of the Council of the League of Nations. The Allied and Associated Powers represented on the Council severally agree not to withhold their assent from any modification in these Articles which is in due form assented to by a majority of the Council of the League of Nations.

Bulgaria agrees that any Member of the Council of the League of Nations shall have the right to bring to the attention of the Council any infraction, or any danger of infraction, of any of these obligations, and that the Council may thereupon take such action and give such direction as it may deem proper and effective in the circumstances.

Bulgaria further agrees that any difference of opinion as to questions of law or fact arising out of these Articles between the Bulgarian Government and any one of the Principal Allied and Associated Powers, or any other Power, a Member of the Council of the League of Nations, shall be held to be a dispute of an international character under Article 14 of the Covenant of the League of Nations. The Bulgarian Government hereby consents that any such dispute shall, if the other party thereto demands, be referred to the Permanent Court of International Justice. The decision of the Permanent Court shall be final and shall have the same force and effect as an award under Article 13 of the Covenant.

Artikel 57.

Bulgarien stimmt zu, daß, die Bestimmungen der vorstehenden Artikel des gegenwärtigen Abschnittes, soweit sie Angehörige einer Rassen-, religiösen oder sprachlichen Minderheit betreffen, Verpflichtungen von internationalem Interesse begründen und unter die Garantie des Völkerbundes gestellt werden. Sie dürfen ohne die Zustimmung der Mehrheit des Rates des Völkerbundes nicht abgeändert werden. Die im Rate vertretenen alliierten und assoziierten Mächte verpflichten sich dagegen, jede für sich, solchen Abänderungen der erwähnten Artikel ihre Zustimmung nicht zu versagen, die durch die Mehrheit des Rates des Völkerbundes in gehöriger Form genehmigt werden sollten.

Bulgarien stimmt zu, daß jedes Mitglied des Rates des Völkerbundes das Recht haben soll, die Aufmerksamkeit des Rates auf jede begangene oder drohende Verletzung irgend einer dieser Verpflichtungen zu lenken, und daß der Rat in einer Weise vorgehen und solche Weisungen geben könne, die unter den obwaltenden Umständen geeignet und wirksam erscheinen werden.

Bulgarien stimmt weiter zu, daß jede Meinungsverschiedenheit, die über eine diese Artikel betreffende Rechts- oder Tatfrage zwischen der bulgarischen Regierung und irgend einer der alliierten und assoziierten Hauptmächte oder jeder anderen Macht, welche Mitglied des Rates des Völkerbundes ist, entstünde, als ein Streitfall internationalen Charakters im sinne des Artikels 14 des Völkerbundssatzung anzusehen ist. Die bulgarische Regierung stimmt zu, daß jeder derartige Streitfall, wenn es der andere Teil verlangt, dem ständigen internationalen Gerichtshofe unterbreitet werde, dessen Entscheidung endgültig sein und dieselbe Kraft und Wirksamkeit haben wird wie eine Entscheidung auf Grund des Artikels 13 dieser Satzung.

България се съгласява разпоредбите в предходните членове на този раздел, доколкото те засягат лицата, които принадлежат към расовите, религиозните и езиковите малцинства, съставляват задължения с международно значение и ще бъдат поставени под гаранцията на Обществото на народите. Те няма да бъдат изменяни без съгласието на мнозинството на Съвета на Обществото на народите. Съюзническите и Асоциираните сили, които са представени в Съвета се договарят да не оттеглят своето съгласие от каквито и да е изменения на тези членове, които са приети и съгласувани в съответната форма от мнозинството на Съвета на Обществото на народите.

България също се съгласява, всеки член на Съвета на Обществото на народите да има правото да поставя на вниманието на Съвета всяко нарушение, или опасност от нарушение на което и да е от тези задължения и че Съветът може да предприеме такова действие и да даде такова указание, което може да сметне за уместно и ефективно при дадените обстоятелства.

България по-нататък се съгласява, че различията в мненията по въпросите на фактите и правото, които възникнат по отношение на тези членове между българското правителство и която и да е от Основните Съюзнически и Асоциирани сили или която и да е друга сила, член на Съвета на Обществото на народите, ще се смятат, че са били спор от международен характер според член 14 на Пакта на Обществото на народите. Българското правителство се съгласява всеки такъв спор, ако другата страна така поиска, да бъде отнасян до Постоянния съд за международно правосъдие. Решенията на Постоянния съд ще бъдат окончателни и ще имат същата сила и ефект, като решенията според член 13 на Пакта.

Article 58.

La Bulgarie s'engage à reconnaître la pleine valeur de tous les Traités ou arrangements que les Puissances alliées et associées passeraient avec les États qui se sont constitués ou se constitueront sur tout ou partie des territoires de l'ancien Empire de Russie, tel qu'il existait au 1er août 1914, et à reconnaître les frontières de ces États, telles qu'elles seront ainsi fixées.

La Bulgarie reconnaît et s'engage à respecter, comme permanente et inaliénable, l'indépendance desdits États.

Conformément aux dispositions insérées à l'article 143, Partie VIII (Clauses financières) et à l'article 171, Partie IX (Clauses économiques), du présent Traité, la Bulgarie reconnaît définitivement l'annulation des Traités de Brest-Litovsk, ainsi que de tous autres traités, accords ou conventions passés par elle avec le Gouvernement maximaliste en Russie.

Les Puissances alliées et associées réservent expressément les droits de la Russie à obtenir de la Bulgarie toutes restitutions et réparations basées sur les principes du présent Traité.

 

Article 58.

Bulgaria undertakes to recognize the full force of all treaties or agreements which may be entered into by the Allied and Associated Powers with States now existing or coming into existence in future in the whole or part of the former Empire of Russia as it existed on 1 August 1914 and to recognize the frontiers of any such States as determined therein.

Bulgaria acknowledges and agrees to respect as permanent and inalienable the independence of the said States.

In accordance with the provisions of Article 143, Part VIII (Financial Clauses), and Article 171, Part IX (Economic Clauses), of the present Treaty, Bulgaria accepts definitely the abrogation of the Brest-Litovsk Treaties and of all treaties, conventions and agreements entered into by her with the Maximalist Government in Russia.

The Allied and Associated Powers formally reserve the rights of Russia to obtain from Bulgaria restitution and reparation based on the principles of the present Treaty.

Bulgarien verpflichtet sich, die volle Gültigkeit aller Verträge und Vereinbarungen anzuerkennen, die von den alliierten und assoziierten Mächten mit den Staaten abgeschlossen werden, die sich auf dem Gesamtgebiete des ehemaligen russischen Reiches, wie es am 1. August 1914 bestand, oder noch bilden werden. Bulgarien verpflichtet sich ferner, die Grenzen dieser Staaten so, wie sie danach festgesetzt werden, anzuerkennen.

Bulgarien erkennt die Unabhängigkeit der erwähnten Staaten an und verpflichtet sich, diese Unabhängigkeit als dauernd und unabänderlich zu achten.

Entsprechend den im Artikel 143 des VIII. Teiles (Finanzielle Bestimmungen) und im Artikel 171 des IX. Teiles (Wirtschaftliche Bestimmungen) des gegenwärtigen Vertrages enthaltenen Bestimmungen anerkennt Bulgarien endgültig die Aufhebung der Verträge von Brest-Litowsk sowie aller anderen Verträge, Vereinbarungen und Übereinkommen, welche es mit der maximalistischen Regierung in Rußland abgeschlossen hat.

Die alliierten und assoziierten Mächte behalten ausdrücklich die Rechte Rußlands vor, von Bulgarien jede Wiederherstellung und Wiedergutmachung zu erhalten, die den Grundsätzen des gegenwärtigen Vertrages entspricht.

България се задължава да признае пълната сила на всички договори или споразумения, които могат да бъдат сключени от Съюзническите и Асоциираните сили с държави, които сега съществуват или които ще започнат да съществуват за в бъдеще в цялата или в част от бившата Руска империя, както тя съществуваше на 1 август 1914 година, и да признае границите на която и да е държава, както ще бъде определено.

България признава и се съгласява да уважава като постоянна и неотчуждаема независимостта на тези държави.

В съответствие с разпоредбите на член 143, част VIII (Финансови клаузи) на този договор, и член 171, част IX (Икономически клаузи) на този договор, България приема окончателно отмяната на Брест-Литовските договори и на всички договори, конвенции и споразумения, които тя е сключила с максималистичното правителство в Русия.

Съюзническите и Асоциирани сили формално си запазват правата на Русия до получи реституция и репарация от България, основани на принципите на този договор.

 

Article 59.

La Bulgarie déclare dès à présent reconnaître et agréer les frontières de l'Autriche, de la Grèce, de la Hongrie, de la Pologne, de la Roumanie, de l'État serbe-croate-slovène et de l'État tchéco-slovaque, telles que ces frontières auront été fixées par les Principales Puissances alliées et associées.

 

Article 59.

Bulgaria hereby recognizes and accepts the frontiers of Austria, Greece, Hungary, Poland, Roumania, the Serb-Croat-Slovene State and the Czecho-Slovak State as these frontiers may be determined by the Principal Allied and Associated Powers.

България признава и приема границите на Австрия, Гърция, Унгария, Полша, Румъния, Сръбско-Хърватската-Словенската държава и Чехо-Словашката държава по начина, както тези граници могат да бъдат определени от Основните Съюзнически и Асоциирани страни.

La Bulgarie s'engage à reconnaître la pleine valeur des traités de paix et conventions additionnelles qui sont ou seront conclus par les Puissances alliées et associées, avec les Puissances ayant combattu aux côté de la Bulgarie, à agréer les dispositions qui ont été ou seront prises concernant les territoires de l'ancien Empire allemand, de l'Autriche, de la Hongrie et de l'Empire ottoman et à reconnaître les nouveaux États dans les frontières qui leur sont ainsi fixées.

 

Article 60.

Bulgaria undertakes to recognize the full force of the Treaties of Peace and additional conventions which have been or may be concluded by the Allied and Associated Powers with the Powers who fought on the side of Bulgaria, and to recognize whatever dispositions have been or may be made concerning the territories of the former German Empire, of Austria, of Hungary, and of the Ottoman Empire, and to recognize the new States within their frontiers as there laid down.

Aucun des habitants des territoires cédés par la Bulgarie en conformité du présent Traité ne pourra être inquiété ou molesté en raison de son attitude politique depuis le 28 juillet 1914 ou en raison du règlement de sa nationalité en vertu du présent Traité.

No inhabitant of territory ceded by Bulgaria under the present Treaty shall be disturbed or molested on account of his political attitude after 28 July 1914, or of the determination of his nationality effected in accordance with the present Treaty.

Жител на територия, която е отстъпена от България според този договор, няма да бъде тормозен или обезпокояван поради неговите политически възгледи след 28 юли 1914 година, или при определянето на неговата националност в съответствие с този договор.

 

Article 62.

La Bulgarie déclare reconnaître le protectorat de la France sur le Maroc et s'engage à ne réclamer pour elle ni pour ses nationaux le bénéfice d'aucun avantage ou immunité dérivant du régime des capitulations au Maroc. Tous traités, conventions, arrangements ou contrats conclus par la Bulgarie avec le Maroc sont considérés comme caducs à dater du 11 octobre 1915.

Les marchandises marocaines jouiront, à l'entrée en Bulgarie, du régime appliqué aux marchandises françaises.

 

Article 62.

Bulgaria declares that she recognizes the French Protectorate in Morocco, and that she will make no claim on behalf of herself or her nationals to the benefits or immunities derived from the regime of the capitulations in Morocco. All treaties, agreements, arrangements and contracts concluded by Bulgaria with Morocco are regarded as abrogated as from 11 October 1915.

Moroccan goods entering Bulgaria shall enjoy the treatment accorded to French goods.

Bulgarien erklärt, das Protektorat Frankreichs über Marokko anzuerkennen, und verpflichtet sich, weder für sich noch für seine Staatsbürger die Wohltat einer Begünstigung oder Immunität in Anspruch zu nehmen, die auf der Geltung der Kapitulationen in Marokko beruht. Alle von Bulgarien mit Marokko abgeschlossenen Verträge, Abmachungen, Abkommen oder Vereinbarungen gelten als seit dem 11. Oktober 1915 aufgehoben.

Marokkanische Waren genießen bei ihrer Einfuhr nach Bulgarien die gleiche Behandlung wie französische Waren.

България обявява, че признава Френския протекторат в Мароко, и че няма да предяви претенции от свое име или от името на своите поданици за ползите или имунитетите, които произтичат от режима на капитулациите в Мароко. Всички договори, споразумения, договори, сключени между България с Мароко се смятат за прекратени от 11 октомври 1915 година.

Мароканските стоки, които влизат в България ще се ползват със същото отношение, което се предоставя на френските стоки.

La Bulgarie déclare reconnaître le protectorat déclaré sur l'Égypte par la Grande-Bretagne le 18 décembre 1914 et s'engage à ne réclamer pour elle ni pour ses nationaux le bénéfice d'aucun avantage ou immunité dérivant du régime des capitulations en Égypte. Tous traités, conventions, arrangements ou contrats conclus par la Bulgarie avec l'Égypte sont réputés abrogés à dater du 11 octobre 1915.

Les marchandises égyptiennes jouiront à l'entrée en Bulgarie du régime appliqué aux marchandises britanniques.

 

Article 63.

All treaties, agreements, arrangements and contracts concluded by Bulgaria with Egypt are regarded as abrogated as from 11 October 1915.

Egyptian goods entering Bulgaria shall enjoy the treatment accorded to British goods.

La Bulgaria dichiara di ricoonoscere il protettorato proclamato dalla Gran Bretagna sull'Egitto il 18 dicembre 1914 e s'impegna a non reclamare per sè nè per i propri sudditi, alcun vantaggio o immunità derivante dal regime delle capitolazioni in Egitto. Tutti i trattati, convenzioni, accordi e contratti conclusi dalla Buglaria con l'Egitto sono considerati come abrogati a partire dall'11 ottobre 1915.

Le merci egiziane godranno al'entrata in Bulgaria del trattamento applicato alle merci britanniche.

Dezember 1914 erklärte Protektorat über Ägypten anzuerkennen und, weder für sich noch für seine Staatsbürger die Wohltat einer Begünstigung oder Immunität in Anspruch zu nehmen. welche auf der Geltung der Kapitulationen in Ägypten beruht. Alle von Bulgarien mit Ägypten abgeschlossenen Verträge, Abmachungen, Abkommen oder Vereinbarungen gelten als seit dem 11. Oktober 1915 aufgehoben.

Ägyptische Waren genießen bei ihrer Einfuhr nach Bulgarien die gleiche Behandlung wie britische Waren.

България обявява, че признава протектората, обявен над Египет от Великобритания на 18 декември 1914 година, и че няма да предяви каквито и да е претенции от свое име или от името на своите поданици за ползите или имунитетите, които произтичат от режима на капитулациите в Египет. Всички договори, споразумения и договорености, сключени от България с Египет ще се смятат за анулирани от 11 октомври 1915 година.

Египетските стоки, които влизат България, ще се ползват със същото отношение, което се предоставя на британските стоки.
